As he explains, the Africa Bureau is committed to advancing development across Sub-Saharan Africa through the efforts of over 3,000 staff members, both in Washington, D.C., and overseas. USAID’s presence in the region is vast, serving 14 countries, including Angola, Botswana, Madagascar, and Zambia. “I provide effective country policy expertise and program support, advocating for resources and maintaining an understanding of political, economic, and social developments,” he explains. This comprehensive approach allows USAID to make informed decisions that align with local needs and global development objectives.

Osei emphasizes the importance of partnerships, which he sees as a cornerstone of USAID’s work. USAID collaborates with local governments, international NGOs, and private sector entities to create meaningful and lasting impact. He cites numerous examples of successful partnerships, including the JETS Energy Transition Partnership with South Africa, which fosters energy advancements, and collaborations with renewable energy providers like Scatec and EDF in Malawi. “These partnerships help us tackle core challenges, from infrastructure development to digital transformation,” Osei says. Such collaborations are integral to fostering economic resilience and prosperity across the region.

While USAID’s primary mission is development, the agency is keenly aware of the factors that influence investment in Sub-Saharan Africa. According to Osei, the agency evaluates political stability, governance, economic policies, infrastructure, and access to capital markets. He has observed promising trends, including improved ease of doing business, growing investment in renewable energy, and an increase in technology startups, particularly in the fintech sector. The advent of the African Continental Free Trade Area (AfCFTA) is another game-changer, expected to spur regional trade and economic growth.
“Countries are making concerted efforts to streamline regulations and adopt digital technologies, which are vital for economic advancement,” Osei observes. He is optimistic about the infrastructure investments that are taking shape, from transportation to telecommunications, further underpinning the region’s growth potential.
Success Stories of Impact
Under Osei’s watch, USAID has driven transformative initiatives that have uplifted economies and improved lives. The Feed the Future program, Power Africa, and the Africa Trade and Investment initiative are just a few examples of USAID’s broad impact. The agency’s PEPFAR initiative, in place for over 20 years, has been instrumental in combating HIV across the continent, reaching impressive benchmarks in HIV prevention and treatment.
Furthermore, USAID’s support for trade has opened new markets for Southern African firms. Since 2017, over 100 companies have participated in U.S.-based trade shows, leading to more than $200 million in exports.
