United Nations Secretary-General António Guterres has officially appointed James Swan of the United States as his Special Representative for Somalia and Head of the United Nations Transitional Assistance Mission in Somalia (UNTMIS). This announcement comes as Somalia faces a critical period in its political and security transition.

A Seasoned Diplomat with Deep African Experience

James Swan brings decades of diplomatic expertise, particularly in African nations undergoing complex political transitions. His extensive experience in the region makes him well-suited for this demanding role.

Swan has been serving as acting Special Representative for Somalia and Head of UNSOM/UNTMIS since May 2024. He previously held the position of Special Representative for Somalia and Head of the United Nations Assistance Mission in Somalia (UNSOM) from 2019 to 2022. The Secretary-General expressed his gratitude for Swan’s dedication and leadership and welcomed his decision to continue guiding the UN’s mission in Somalia.

A Distinguished Career in International Diplomacy

Before assuming his UN roles, James Swan built a distinguished career in the United States government, holding key diplomatic positions, including:

  • United States Ambassador to the Democratic Republic of the Congo (2013-2016)
  • United States Special Representative for Somalia (2011-2013)
  • United States Ambassador to Djibouti (2008-2011)
  • Deputy Assistant Secretary of State for African Affairs (2006-2008)
  • Director of African Analysis, Bureau of Intelligence and Research, U.S. State Department (2005-2006)

Swan has also served in various U.S. diplomatic assignments in the Democratic Republic of the Congo, Republic of the Congo, Somalia, Cameroon, Nicaragua, and Haiti, giving him a broad and deep understanding of political and security challenges in fragile states.

Academic and Language Proficiency

James Swan holds three advanced degrees from prestigious institutions in the United States:

  • Bachelor of Science – Georgetown University’s School of Foreign Service
  • Master of Arts – Johns Hopkins University’s School of Advanced International Studies
  • Master’s Degree in Security Studies – National War College

His fluency in both English and French further strengthens his ability to navigate diplomatic engagements across Africa.
