IMF Mission Backs Ghana as Governance Reform Moves from Diagnosis to Delivery

An International Monetary Fund technical assistance mission has concluded a post-Governance Diagnostic engagement with Ghana, marking the transition from assessment to early implementation of governance reforms.

At the request of the Ghanaian authorities, the IMF mission, led by Ms Tina Burjaliani and comprising Mr Gomiluk Otokwala and Ms Nusula Nassuna, visited Accra from 8 to 11 December 2025. The mission engaged a broad range of stakeholders to support the initial rollout of recommendations contained in Ghana’s Governance Diagnostic Report.

The Governance Diagnostic Report, prepared by IMF staff and published on 3 November 2025, provides a comprehensive assessment of governance and corruption vulnerabilities in Ghana. It outlines priority reform areas aimed at strengthening public financial management, revenue administration, property rights, public-sector integrity, transparency, and accountability mechanisms across state institutions.

During the December visit, the IMF team focused on supporting the authorities as they begin to take action on the report’s key recommendations. Discussions also explored how development partners could better coordinate their assistance to advance governance reforms and sustain momentum.

The mission held meetings with senior government officials, civil society representatives, and international development partners. These engagements were intended to help Ghana prioritise follow-up actions, clarify implementation arrangements, and identify options for leveraging technical and financial support.

IMF staff indicated that collaboration with Ghanaian authorities and development partners will continue in the coming months. This ongoing work will take place alongside the country’s Extended Credit Facility programme, with governance reforms forming part of broader efforts to strengthen institutions and accountability.

The IMF expressed appreciation to the Ghanaian authorities and stakeholders for their cooperation and the open and constructive exchanges throughout the mission.

For Ghana, and for many African countries navigating complex reform agendas, the shift from diagnostic reports to concrete implementation is often the hardest stage. Yet it is also where meaningful change begins. As young democracies across the continent work to strengthen public trust and state institutions, sustained political will, citizen engagement, and coordinated support will remain critical to turning governance commitments into lived realities.
