In a move that has sent shockwaves through the Democratic Republic of Congo (DRC), former President Joseph Kabila made a public appearance in Goma, a city currently under the control of the Rwanda-backed M23 rebel group. This marks Kabila’s first public engagement since his self-imposed exile in South Africa began in 2023, following the lifting of his lifelong immunity by the Congolese Senate.

Kabila’s visit to Goma comes at a time of heightened tensions in the region. The Congolese government has accused him of supporting the M23 rebels, who have been implicated in numerous human rights violations, including possible war crimes in eastern Congo. Kabila, however, denies any affiliation with the rebel group and asserts that his presence in Goma is aimed at facilitating peace talks and restoring stability in the conflict-ridden eastern provinces.

During his time in Goma, Kabila met with religious leaders and civil society figures to discuss pathways to peace. He expressed a desire to help restore stability in the region, though critics argue that his presence in a rebel-held city undermines these intentions. Religious leaders, including Joel Amurani, encouraged Kabila to serve as a peace facilitator, citing his past efforts toward national unity.

The M23 rebel group has significantly expanded its territorial control since January, exacerbating the humanitarian crisis in the region. The United Nations reports that over 700,000 people have been displaced in Goma alone, with the total number of internally displaced persons in the country reaching 7.8 million.

Kabila’s return has the potential to disrupt ongoing U.S.-led peace negotiations between the DRC and Rwanda, which include proposed mineral investment deals. His reappearance also raises questions about his political ambitions and the future stability of the region.

As the situation unfolds, the international community watches closely, concerned that Kabila’s actions may further complicate efforts to achieve lasting peace in the Democratic Republic of Congo.
