SAI20 Summit South Africa Day 1 Recap: G20 Nations Urged to Rethink Role of Audit Institutions

Johannesburg, South Africa — June 24, 2025

Day 1 of the SAI20 South Africa 2025 Summit opened with a strong message of urgency and transformation, as global Supreme Audit Institutions (SAIs) gathered under the G20 banner to address the world’s most pressing challenges.

Auditor-General Tsakani Maluleke, Chair of SAI20, delivered the opening address, calling on SAIs to reimagine their roles in an increasingly fragile global landscape. Referencing the realities of war, climate disasters, and deepening inequality, she challenged G20 nations to see audit institutions not merely as

“after-the-fact checkers,” but as “architects of foresight, catalysts for change, and guardians of public trust.”

She further urged countries to unlock infrastructure, bridge skills gaps, and “walk the narrow path between crisis and opportunity with unity, clarity, and compassion.” Framing these issues as not problems of politics, but problems of humanity, her address set the tone for a summit grounded in purpose and global relevance.

A Call for Dignity and Resilience

Delivering remarks on behalf of the Ministry of Finance, Deputy Minister Dr. David Masondo reinforced the summit’s central focus on infrastructure and skills. Speaking to the foundation of inclusive economic development, he stated:

“The theme of solidarity, equality, and sustainability reflects not only the spirit of the SA G20 Presidency, but also underpins our shared commitment to building a better world for all. This summit is rightly focused on two fundamental enablers of inclusive economic development, namely infrastructure and skills. These are not just policy priorities, they are preconditions for dignity, productivity, and resilience.”

The Global Voice of Audit

President Minister Vital do Rêgo Filho of SAI Brazil opened his Troika address by emphasizing the vital role of SAIs in a world marked by global crises. As conflict, inequality, hunger, and climate emergencies threaten stability, he called on SAIs to become

“agents of transformation, defenders of good governance, and promoters of public trust.”

“Let us act together to make our work a true tool for change and for improving people’s lives.”

Mapping the Mission

Mr. Rorisang Tshabalala presented the SAI20 journey map and methodology, illustrating how the summit aligns with the G20’s 2025 theme of solidarity, equality, and sustainability. His session served as a strategic frame for the work ahead, grounding the summit’s themes in long-term development imperatives.

Shared Insights and Collaborative Vision

During the opening statements, SAI20 member countries and guest SAIs offered their national perspectives, highlighting innovations in public finance, climate governance, audit reform, and youth inclusion. These statements underscored a shared global commitment to transparency and transformation.

Afternoon Panels & Closing Presentation

Two expert-led panel discussions in the afternoon unpacked the summit’s core themes — infrastructure and skills — through the lens of accountability, development, and long-term impact. These sessions allowed for rich Q&A dialogue, drawing on cross-country experiences and best practices.

The day concluded with a summary presentation of the consolidated theme papers, delivered by Mr. Andries Sekgetho and Dr. Thami Zikode, synthesizing the day’s insights and setting the groundwork for the official SAI20 Communique.

A Strong Start
