Uganda and the United States have signed a $2.3 billion bilateral health cooperation agreement that will guide their partnership over the next five years. Announced on Wednesday, the framework falls under the Trump administration’s America First Global Health Strategy, which calls for lower‑income countries to gradually move from donor support to self‑reliance.

Under the memorandum of understanding, Uganda will receive up to $1.7 billion in US funding for priority health programmes. The support will focus on HIV and AIDS, tuberculosis, malaria and other public health challenges, while also investing in human resources and disease surveillance systems.

Uganda has committed to increasing its own health expenditure by more than $500 million during the same period. According to the joint statement, this contribution is intended to help the country assume greater financial responsibility as the framework progresses.

The agreement aims to strengthen Uganda’s ability to prevent the spread of emerging and existing infectious diseases and to build a resilient national health system capable of responding to public health threats.

Uganda is the latest African nation to sign a deal of this kind, following similar agreements recently concluded with Kenya and Rwanda after the United States reduced its foreign aid budget and closed USAID operations.

As always, TVOA closes by looking ahead. Africa’s institutions are still young compared to the centuries‑old systems that shape global power, yet the continent continues to push forward. Each investment in health, stability and capacity building is another step toward a stronger future driven by its rapidly growing, determined population.
