Trump Suspends US Green Card Lottery as Policy Shift Hits Africa Hardest

US President Donald Trump has ordered the suspension of the United States diversity visa program commonly known as the green card lottery a move that immediately affects one of the few legal migration pathways heavily used by Africans.

The decision announced by Homeland Security Secretary Kristi Noem follows a deadly shooting involving a foreign national who had previously entered the US through legal immigration channels. Authorities said the suspect later died and the administration framed the suspension as a national security measure.

The diversity visa program created by Congress allocates up to 50,000 green cards annually to applicants from countries with historically low immigration rates to the United States. African nations have consistently accounted for a significant share of beneficiaries making the program one of the most accessible legal routes for African students workers and families seeking long term opportunities abroad.

Nearly 20 million people applied for the 2025 lottery cycle with more than 131,000 selected including family members. Despite extensive background checks interviews and vetting requirements the program has long faced political opposition from Trump who has argued it undermines US immigration control.

Legal experts say the move is likely to face court challenges since the lottery is mandated by Congress. Still the suspension fits into a broader strategy by the Trump administration to narrow both legal and irregular immigration including renewed efforts to challenge birthright citizenship and expand deportations.

For Africa the implications are immediate and symbolic. At a time when global mobility is already tightening the loss of one of the few structured legal migration windows reinforces long standing inequalities in who gets access to opportunity and who does not.
