Nairobi — Kenya will allocate part of the proceeds from the recent partial privatization of its national pipeline operator to finance the expansion of its main international airport, a move aimed at strengthening infrastructure and supporting long‑term economic growth.
President William Ruto announced that 15–20 billion Kenyan shillings ($115–$155 million) from the Kenya Pipeline Company share sale will be used to expand Jomo Kenyatta International Airport, the country’s largest aviation hub.
The funding will come through Kenya’s National Infrastructure Fund, a new financing mechanism designed to channel capital from state asset sales into strategic development projects.
Infrastructure Financing Through Asset Sales
The government recently raised 106.3 billion shillings by selling a 65% stake in Kenya Pipeline Company through an initial public offering (IPO).
Officials say the proceeds will support major infrastructure investments, including:
-
Highways
-
Railways
-
Ports
-
Aviation infrastructure
According to President Ruto, the airport expansion will become the first flagship project funded under the new infrastructure financing model.
“The expansion of the Jomo Kenyatta International Airport will be the first major project financed through this new model of financing under the National Infrastructure Fund,” Ruto said.
Airport Operating Beyond Capacity
The modernization plan comes as passenger traffic at Jomo Kenyatta International Airport continues to increase.
The Nairobi airport is currently operating beyond its designed capacity, according to government officials, prompting calls for modernization to maintain Kenya’s role as a regional aviation hub.
The planned expansion is expected to improve:
-
Passenger handling capacity
-
Terminal infrastructure
-
Operational efficiency for airlines
-
Kenya’s competitiveness as an East African travel hub
Economic Significance for Kenya and East Africa
Aviation infrastructure is a critical pillar of Kenya’s economy. The country serves as a major gateway to East Africa for tourism, trade, and logistics.
Improving the airport’s capacity could have broader economic implications, including:
-
Increased tourism arrivals
-
Expanded air cargo operations
-
Stronger connectivity with global markets
-
Job creation across the aviation and hospitality sectors
Kenya’s aviation sector is also closely tied to national carrier operations at Kenya Airways, which relies on Jomo Kenyatta International Airport as its primary hub.
A Broader Strategy for Infrastructure Growth
The airport expansion reflects a broader strategy by the Kenyan government to use capital market instruments and partial privatizations to fund infrastructure development, reducing reliance on traditional public borrowing.
With air traffic in Africa projected to grow significantly over the next decade, analysts say investments in major hubs such as Nairobi could strengthen the continent’s aviation networks and support regional economic integration.
If successfully implemented, the funding model could become a blueprint for future infrastructure financing across the region.
