The Congressional Black Caucus has issued a strong statement calling for immediate international action as the conflict in Sudan enters its fourth year, warning of a rapidly worsening humanitarian crisis and growing regional instability.
Led by Chair Yvette D. Clarke, the Caucus highlighted the scale of devastation facing civilians, with more than 11 million people displaced and over 19 million experiencing acute food insecurity.
A Humanitarian Crisis at Breaking Point
The statement underscores the severity of conditions across Sudan, where famine has now been declared in parts of Darfur and Kordofan. Widespread hunger, malnutrition, and preventable disease continue to claim lives, while millions of children have been forced out of school.
Women and children remain among the most affected, with credible reports pointing to widespread sexual violence and systemic abuse as the conflict intensifies.
“This moment demands urgent and sustained global attention,” the Caucus stated, emphasizing the scale of human suffering unfolding across the country.
Condemnation of Human Rights Violations
The Caucus issued a direct condemnation of both the Sudanese Armed Forces and the Rapid Support Forces, citing ethnically targeted killings, retaliatory violence, and attacks on civilians.
The situation has escalated further following the RSF’s capture of El Fasher, with fighting expanding into Kordofan and Blue Nile State. The increasing use of drones and advanced weaponry has raised concerns about the growing risk to civilian populations.
Lawmakers called for an immediate ceasefire and demanded safe, unimpeded access for humanitarian aid organizations operating in conflict zones.
Calls for International Accountability
The Caucus also urged external actors—including Saudi Arabia, Egypt, and the United Arab Emirates—to halt any involvement that may be contributing to the conflict.
In Washington, lawmakers called on the U.S. government to appoint a dedicated Special Envoy to Sudan with the expertise and authority to advance peace negotiations.
They further emphasized the need to strengthen international mechanisms, including expanding the United Nations arms embargo beyond Darfur to cover all of Sudan.
Regional Risks and Global Implications
Beyond Sudan’s borders, the Caucus warned of growing instability across the region, as the conflict risks spilling into neighboring fragile states.
This escalation, they noted, poses a threat not only to regional security but also to broader international interests, underscoring the urgency of coordinated global intervention.
Recognizing Civil Society Leadership
Amid the crisis, the Caucus highlighted the critical role of Sudanese civil society organizations, including grassroots networks and Emergency Response Rooms, which continue to provide essential services under extreme conditions.
Lawmakers stressed that these actors must be included in any future peace process and supported directly by the international community.
A Call for Immediate Action
Framing the situation as a test of global leadership, the Caucus called for decisive steps to protect civilians, expand humanitarian assistance, and ensure accountability for those responsible for atrocities.
“The international community must reckon with its failure to adequately respond,” the statement concluded, reaffirming solidarity with the people of Sudan and calling for a just and lasting resolution to the conflict.
