James Swan Takes Charge of MONUSCO as DR Congo Faces Escalating Security Challenges

KINSHASA — James Swan has officially assumed his role as head of the United Nations peacekeeping mission in the Democratic Republic of Congo (MONUSCO), stepping into one of the most complex and volatile security environments in Africa.

The American diplomat, appointed in early March, succeeds Bintou Keita, who concluded her tenure in November 2025 after four years leading the mission.

A Familiar Figure Returns at a Critical Moment

Swan brings extensive experience to the role, having previously served as U.S. ambassador to the Democratic Republic of Congo under Barack Obama and later as head of the UN mission in Somalia.

His return to the DRC comes at a particularly sensitive time. Relations between Kinshasa and neighboring Rwanda remain strained due to the ongoing conflict in eastern Congo, where armed groups continue to destabilize the region.

Reviving the Peace Process

One of Swan’s immediate priorities will be to help relaunch the peace process and implement the ceasefire monitoring and verification mechanism outlined in the Doha agreement signed in November 2025.

The United Nations Organization Stabilization Mission in the Democratic Republic of the Congo has already warned that it lacks sufficient resources to fully execute its expanded mandate and has appealed to the UN Security Council for additional support.

Persistent Security Threats in Eastern Congo

The security situation in eastern DRC remains highly volatile. Armed groups, including the March 23 Movement, continue to operate in North and South Kivu, while militants linked to the Islamic State’s Central Africa Province are expanding their presence in Ituri.

These overlapping conflicts have complicated peacekeeping efforts and increased pressure on MONUSCO to stabilize the region.

Restoring Mobility and Operational Capacity

Another key objective for Swan will be restoring operational access across conflict zones.

MONUSCO has emphasized the need to reopen major airports in North and South Kivu and ensure freedom of movement for peacekeepers. These conditions are considered essential for the mission to effectively carry out its mandate.

A Mission Under Pressure

As Swan takes leadership, expectations are high. The mission faces mounting challenges, from limited resources to increasing insecurity, all while navigating complex regional dynamics.

His leadership will be critical in determining whether MONUSCO can adapt to evolving threats and contribute meaningfully to long-term stability in the Democratic Republic of Congo.
