Addis Ababa, Ethiopia — The African Union and Saudi Arabia have reaffirmed their expanding strategic partnership, reinforcing diplomatic, economic and security cooperation at a time of heightened regional instability across Africa and the Middle East.
At the African Union Headquarters in Addis Ababa, African Union Commission Chairperson Mahmoud Ali Youssouf received Saudi Arabia’s Vice Minister of Foreign Affairs Walid bin Abdul Karim Al-Khuraiji, where both sides committed to strengthening multilateral collaboration and accelerating joint action on peace, development and regional stabilization.
The meeting signals a deepening institutional alignment between the African Union and Saudi Arabia, particularly as crises in Sudan, Libya and Somalia continue to shape continental security dynamics.
Sudan at the Center of Diplomatic Coordination
Sudan emerged as a central focus of discussions, with both sides reiterating the urgency of a coordinated international and African-led response.
Saudi Arabia reaffirmed its commitment to the Jeddah Process, co-facilitated with the United States and supported by the African Union, aimed at advancing a sustainable political resolution.
The African Union Commission Chairperson reaffirmed the AU’s position on:
-
Sudan’s sovereignty and territorial integrity
-
Rejection of parallel authorities outside constitutional frameworks
-
Protection of unified national institutions
-
Support for a civilian-led democratic transition
The message was clear: any long-term settlement must be Sudanese-owned and African-led.
Expanding AU–Saudi Strategic Cooperation
Beyond security discussions, the engagement reviewed outcomes from the 2023 Saudi Arabia–Africa Summit in Riyadh, which established a structured platform for deepening Africa–Gulf relations.
Both sides agreed to intensify preparations for the next summit edition, positioning it as a central mechanism for:
-
Economic cooperation
-
Investment expansion
-
Infrastructure partnerships
-
Diplomatic coordination
-
Energy and development financing
Discussions also explored the establishment of a potential African Union office in Riyadh, a move that would institutionalize AU–Saudi engagement at a structural level.
A Partnership Anchored in Regional Stability
Saudi Arabia acknowledged the African Union’s leadership role in navigating complex political and security challenges across the continent, while highlighting Africa’s long-term economic potential.
At the same time, both parties recognized that persistent instability continues to:
-
Disrupt growth trajectories
-
Increase humanitarian pressures
-
Undermine national cohesion
-
Delay reconstruction efforts
The reaffirmation of cooperation signals a broader geopolitical recalibration — one in which Africa’s institutional bodies are consolidating relationships beyond traditional Western alliances.
Africa–Gulf Relations Enter a New Phase
The AU–Saudi engagement reflects a wider shift in Africa’s external partnerships, particularly with Gulf states playing an increasingly strategic role in investment, mediation and development finance.
From the Jeddah peace platform to economic summits and infrastructure cooperation, the relationship is moving from symbolic diplomacy to structured institutional alignment.
For the African Union, this represents:
-
Diversified diplomatic leverage
-
Expanded financing pathways
-
Broader geopolitical positioning
-
Strengthened regional security coordination
For Saudi Arabia, it reinforces its expanding diplomatic footprint across Africa and its role as a key interlocutor in regional stabilization efforts.
The Bigger Strategic Picture
As instability persists across parts of North Africa and the Horn of Africa, AU–Saudi coordination may become increasingly influential in shaping:
-
Peace mediation frameworks
-
Reconstruction financing
-
Security collaboration
-
Energy and trade corridors
-
Political transition mechanisms
The meeting in Addis Ababa was not ceremonial.
It was structural.
And it reflects an emerging architecture in which Africa’s continental body and Gulf power centers are recalibrating cooperation for a more multipolar global order.
